I propose that all cyclists take a test similar to that of a CBT. Currently, anybody can purchase a bicycle and ride on the road. Every other road user has to be licensed to be on the road. Part of the licensing is showing a knowledge of the Highway Code - be this by a theory test, or previously, demonstrating your knowledge to the instructor.
