Why are British Transport Police able to secretly film at level crossings and then issue Fixed Penalty Notices regarding minor technical offences without due consideration of all circumstances. The system does not allow people to contest because of the threat of legal costs.This does not deliver justice to people on low incomes. Please debate and review.
