The current criminal harassment law allows prosecution and penalty of the people on condition of their non-violent reversible disagreements in communication. Persistency in contacting (communicating with) anyone by any means is punishable under this law - on contrary, the refusal to communicate goes unnoticed by law.
As a consequence, to addition of penalizing non-violent people, harassment law shifts Court prosecution and Police from fighting violence and violent crime to non-violent thence not anti-social cases. The criminal law should not and can not to prosecute and penalize people on condition of non-violent reversible (permanent is temporary) disagreements, persistency or refusal of communication by any means.
I petition Perliament (Government) to revise and change this particular law, abolishing its clauses of non-violent liability - that is make it unapplicable to non-violent cases, communication, behavior or people.
