Rejected petition State support limited to caring for 2 co-habiting adults and the first 2 children

Any civilised society has a duty to care for its members in times of hardship, however the welfare state has become a first choice rather than a last resort.
Support from government (in the form of working tax credits, housing, child benefit) should be limited to support 2 co-habiting adults and 2 dependent children as a maximum. If families choose to have more than 2 children, they are expected to provide all further support without asking and expecting the government to help. This can take the form of insurances to provide income in cases of death or disability.
The point is: why should members of the population expect the state to support their increasing family numbers, when other limit the number of children they have on the basis of affordability.
