Petition change to schools complaints procedure

Parents should be allowed to contact an impartial person I.e ombudsman if they feel they have been treated unfairly by their schools chair of govenors. At present parents can contact the Secretary of state,however individual cases will not be looked at?
This gives the chair of govenors final say and total control over how children are treated within schools. A third party needs to be introduced,in my experience chair of govenors are not acting in the children's best interest.
