Add an abstain vote on all general election ballot papers
This is for any people who which to vote but do not back any of their candidates. Any constituency with a higher abstain vote than a one party candidate must hold a re-election. This would count as a empty seat until re-election had been held. Government would need to have the numbers to form as normal.
