We partition that should a parking offence be brought to the attention of the Parking and Services Appeal Service which a defendant has the rite to attend. Then should they win their appeal that costs can be awarded against the local authority.
This will stop local authorities using this service to back up bogus and often incorrectly issued PCN tickets where to attend such a meeting in order to defend against such tickets is always vastly more expensive than to pay the ticket concerned.
