Closed Tougher Restrictions for Puppy Farmers

To make the Government impose tougher restrictions for obtaining Licenses for Puppy Farming Establishments and to make this License renewable after inspections to ensure conditions are being maintained, these conditions could include compulsory microchipping and veterinary inspection of pups, a limit set on the number of litters a brood bitch can have over a set time, unnanounced inspections. Unlicensed breeders should have heavier fines imposed on them and should be banned from keeping animals for life.
