To stop the use of a dead child's birth record been used by criminals,the police and the government bodies that allow this loophole to be exploited. I would like to see the deceased child's birth certificate marked with deceased and to give the parents the right to have the record marked when they register there loved one deceased. This loophole should have been close years ago but i know why it was'nt the police have been using them for undercover work.
