Rejected petition Make dog theft a prison sentence and more if they abuse/hurt the animals

To give dog thieves a minimum 10 years in prison and if they hurt or abuse them a minimum of 15 years. If they are foreigners then to be deported back to their country.

Also ban them from having or going near any animals. This is a big thing going on in the country right now and it is heartbreaking.
