Rejected petition LEARNERS MUST PASS A THEORY TEST BEFORE THEY CAN APPLY FOR A LICENCE

I PROPOSE THAT ANYONE APPLYING FOR A PROVISIONAL DRIVING LICENCE MUST HAVE PASSED A HIGHWAY-CODE-BASED THEORY TEST BEFORE THEIR PROVISIONAL LICENCE IS GRANTED.
AT PRESENT, PROVISIONAL LICENCE HOLDERS ARE ALLOWED TO TAKE TO OUR ROADS WITHOUT ANY DEGREE OF KNOWLEDGE OF THE BASIC RULES OF THE ROAD. THIS SITUATION IS POTENTIALLY VERY DANGEROUS, ESPECIALLY FOR THOSE WHO ARE NOT BEING TAUGHT BY A QUALIFIED DRIVING INSTRUCTOR.
THE PROPOSED NEW TEST WOULD BE IN ADDITION TO THE CURRENT THEORY TEST AND WOULD HELP MAKE OUR ROADS SAFERER FOR EVERYONE..
