Allow those who are already going through the process of buying a property to have the stamp duty holiday honoured.

We are currently in the process of buying our second home. We have been told that the searches and solicitor work is taking longer than normal due to demand and lack of people being able to safely be on offices. This has delayed our move which mean it is unlikely we will make the stamp duty holiday. There are also buyers out there who will pull out of buying properties if their move cannot be guaranteed for 31st March 2021.
