Closed CORPORAL PUNISHMENT for lesser crimes

Many crimes now go uninvestigated due to lack of resources, many crimes lack the matching sentence due to prison availability.
Lets try to arrest the ever growing violent nature of our society & bring in controlled CORPORAL punishment, for repeated minor crimes, all assaults, all possession of weapons, abuse to school teachers etc.
If we brought short sharp discipline back, perhaps the debate on capital punishment coud be avoided.
We cannot continue to ignore crime & abuse at the grass roots level it just leads to more crime & greater violence.
The 'there there don't do it again' approach isn't & was never likely to work.
