Councils are using the Selective Licensing Schemes to impose unreasonable fines for things which are merely administrative errors or make them responsible for the tenants antisocial behaviour which the landlord cannot control. Tenants need to be accountable as well for their behaviour, it cant be the landlords responsability alone as evicting a tenant due to antisocial behaviour can take a long time in court and may require evidence which the neighbours may fear to supply due to being afraid of tenants retaliation during the eviction trial.
