Review and update the Road Vehicles Lighting Regulation Schedule 2 Pt 1.9 'Intensity' to take account of modern headlights (xenon, LED etc.)
The regulation Pt 27 states the following restriction on headlamps:
"Headlamp
(a)Used so as to cause undue dazzle or discomfort to other persons using the road."
Modern factory fitted headlamps are increasingly ignoring this restriction and there is no limit, according to Schedule 2, on the intensity, it is common now to be dazzled by oncoming traffic and blinded by following traffic (to the point that rear view/wing mirrors are unusable and have to be misaligned in order to see forward.)
The regulation should be amended to take account of brightness and intensity.
