Closed No to independent Scotland using Bank of England as lender of last resort

If Scotland says yes to independence, the remaining citizens of the UK should be allowed a referendum to decide if the Bank of England can be the lender of last resort for Scotland and thus making non Scottish tax payers liable to bail out failed Scottish banks.
