Petition Introduction of a new Punishment Tax

I wish the Government to make crime pay on behalf of the law abiding citizens of this country by adopting a new 'Punishment Tax' which could be used to offset a reduction in VAT from the current 20% to 15% or more depending on monies collected thus helping the economy.

I also wish the Government to set a minimum fine of £100 so that the Government would receive £25 for the smallest offence committed.
