For the safety of all road users, particularly horse riders and cyclists, that all organised road based cycle events with 100 or more participants, and all timed road based cycle events with more than 20, should be subject to regulation.

Such regulation should include licensing by the relevant highway authority, a published and enforceable code of conduct, adequate marshalling, advance consultation with Parish councils and other road users, and liaison with the local police force.
