Rejected petition Peer pressure to smoke and consume alcohol to be made illegal

Following the death of private Andrew Murgatroyd, 21, who downed 16 shots at Buckley Barracks, I would like to start an e petition to make it illegal to use peer pressure to force any person to smoke or drink alcohol. It may seem draconian but with time we need to avoid the deaths of innocent people. It is one death too many. Also the deaths which are not so instantaneous are never reported. Let us wake up and get this done.
