By giving a true deterrent to the anti social behaviour of people blocking drves and access roads it will send a sign to stop this kind of behaviour with the police, traffic wardens and pcso's able to issue the tickets it will help stop disputes in communities with what seems to be a trivial matter but could be potentially life threatening when stopping emergency services access due to such inconsiderate behaviour and stopping this blight on people living near shops, schools etc...who face this daily problem. It could be reduced/stopped very quickly by the advertising and enforcement of such powers.
