Rejected petition Make off lead dog attacks on other dogs illegal

Make owners accountable for any dog who is off-lead or out of control and attacks another dog.

Dog attacks are currently only illegal on humans or service dogs. There is many instances where on lead under control dogs have been injured and even killed by loose dogs off the lead.
This has to stop. I am asking the government to consider making these types of dog attacks illegal and prosecutable for the safety of thousands of pets.
Dangerous, reactive or dogs with little to no recall should be kept on a lead at all times.
