Local Councils who place tenants in Housing Association properties claim that the Housing Association is responsible for managing the tenancy. Housing Associations claim that the council is responsible for managing the tenancy since the tenants are theirs. The government refuses to get involved and allege that local councils will make a decision and control the situation. This does not happen and nobody is managing these tenancies – the government must decide who is responsible and declare this.
