Make it a legal requirement for all colts over the age of 24 months to be microchipped and gelded. Licences for stallions to be issued by a qualified vet through Defra for a substantial yearly fee. Premises where horses to be kept also inspected and licensed by vets annually. Purpose - to stop indiscriminate breeding and reduce the huge numbers of neglected horses.
