Rejected petition Allow A2 license (19yr) to automatically transfer into a full A license at 21.

I believe the restrictions the government has set are safe and acceptable, regarding CBT at 16 years of age and A2 license at 19 years of age.
However, I believe that the A2 license should automatically transfer to an A license at 21. Without having to do Mod 1 and Mod 2 again.
