Should it be at all legal for public officials (potentially even at the behest of their superiors) to change statements to misdirect a public inquiry after innocent citizens have died?

If the answer to that question is no, then the current laws we have are woefully inadequate and need to be improved at haste.

At the very least, if any public inquiry involves the death of even just one citizen, subterfuge from involved parties should be outlawed.

Candour should be the minimum requirement.
