there has been a spate of cycle related deaths and injuries on the road. some because people do not wear a helmet.

but did you know that it is not compulsory for a cyclist to use a cycle lane, it is only advice according to the high way code.

highway code rules 61 and 63

I believe that this should be changed, so that the cycle lane must be used.
