Change payment of Stamp Duty on Property purchase to be Pro-Rata (or on a sliding scale)

Change payment of Stamp Duty on property purchase to be on a sliding scale in the same way income tax is payed, the current arrangement puts a unfairly large jump on people looking to move from a first time buy to a family home.

In other words pay 1% between £125k - £250k and then 3% on the amount between £250k and £500k and 4% above £500k.
This would help to avoid distorting the market in borderline cases and make sales more fluid.
