Police Officers should be engaged on fixed term contracts subject to a maximum age limit (40?) and the option to prolong their service if their age permits. The CID function should be civilianised (you don't need a warrant card to be a detective) and there should be an option for Police officers leaving at the end of their fixed term contracts to transfer to the lower paid civilian CID.
