Petition protect private pensions

Currently private pensions can go up and down and may pay LESS than invested

Protect them as state pension is not enough to survive:
1. make management charges to be paid from profit not fund value [i.e. no profit in last year = no charge to be paid to fund managers]
2. set targets - funds must raise above inflation
3. make them inheritalbe at all times - even if
person started to take pensions and then died and there is no spouse to take over.

and make funds selection much clearer - now everybody musty have financial knowledge to set up such pension in the beginning.
