With the exception of EMERGENCY treatment & holders of E111 cards, NON UK Citizens SHOULD NOT be entitled to FREE NHS services (G.P nor Hospital) before TWO YEARS permanent residency within the UK.
Medical treatment during this period to be paid UPFRONT (e.g. £50 to consult a GP)
