DOH documents ALREADY state that US citizens should NOT be treated without being charged. Those employees who treated her without charge failed to comply with the terms of their employment contract and it is THEY who should be required to pay for it, not we taxpayers who rely upon them to do, AT THE VERY LEAST, the job that we pay them to do.
