Estate agents over a certain size should be forced to sign up as members of a regulatory authority that enforces a code of conduct and deals with consumer complaints. The UK's largest estate agents are not currently members of any regulatory authority and this is not acceptable.
-Clear timeline for deposit returns to be included in all contracts
-Appropriate cap on fees for letters to tenants or landlords
-Deductions from deposits to be made only if the tenant is provided with a receipt or invoice
-"Standard" tenancy contract to be created that tenants and landlords can insist is used
-Cap on all agency fees
-Obligation for agencies to provide clear contact details in the case of complaints
-Contractors (e.g. checkout clerks) to be fully regulated
