The Increasing use of draconian measures to suppress public rights to protest have led some to argue the use of water cannons against rioters.

What separates the use of water cannons used against rioters from being used against protesters?

Meanwhile hardly anything is done to punish bankers, tax evading corporations and the continuation of military operations in Afghanistan.
