Reverse the situation where we have to pay the phone providers in order to stop receiving/making international phone calls and make it an opt-in service for private phone numbers, if you want to receive/make such calls.
Business numbers could remain as-is. Presently it is like having to pay road tax when and only when you DON'T have a car!
