To introduce a license that allows members of the public to breed animals (the price of the license must be enough to make the applicant consider if this is really what they would wish to do). Anyone breeding without a license would incur a hefty fine or sentencing. The purpose of this would be to dramatically reduce the amount of animals that are dumped and in most cases euthanased when they are in fact healthy animals.
