The government shall not use money raised from UK taxpayers or borrowed money to provide any aid directly or indirectly other than emergency humanitarian aid to any foreign government that is not democratic, or demonstrably moving toward democracy, and using all practical amounts of that countries own resources to helping those of its own people that need help the most.
