Many people are finding after a Flood they cannot get insurance for homes and contents at a reasonable cost, this after all the heartache caused by the flood itself.
A lot of floods are directly or indirectly caused by the maintenance policies of the Environment agency.
To help them work out a cost/benefit ratio of any scheme it would be better if they were picking up the pieces after a flood rather than normal insurance companies (who have to pass some cost onto the rest of the population).
The EA would be obliged to insure any property on a flood plain or where previous flooding had occurred at what would be a normal cost, this need not cost the taxpayer anything as most insurances companies make a profit.
This would have the effect of making the EA think about a policy of not spending £5m on maintenance to save money, against potentially spending £10m on insurance claims for example.
