Rejected petition JSA /Benefit's Card for food and bills only

job seeker allowance and some other benefit's should be paid onto a debit card that can only be spent on groceries and utility bills.
the money on the card would be replaced every sign on day, so it cant be saved.
therefore the money can not be abused to buy cigarette's beer holidays plasma TV etc
