The government must release the Cabinet Office’s Major Projects Authority Report, November 2011, in full and without censorship or editing, which raised the warning of risk about HS2 from Amber to Amber-Red level. The veto on this report is an unconstitutional abuse of a power designed for national security issues, not to suppress information and analysis simply because inconvenient to government and MPs.
