Petition Rubbish removal And disposing off Rubbish on the street

I want to be able to in the UK and England

pick up rubbish from third parties waste

and deposit into councils dustbins

As the law stands at this time it is against the law

to pick up a third parties waste

and be placed into a council on the street dustbin

I need to gain 100,000 signatures to have this revised in Parliament

I need everybody support me with this matter this affects everybody in England

if you see a Coke can

A crisp packet

you are not allowed to pick it up

as it's a third parties waste and deposit into a Council local dustbin

England is known for it's saying

keep Britain tidy

how can this be on every sticker on every sign and we are not allowed to do it this needs to be changed in parliament so the English citizen can then keep Britain tidy at no cost to the taxpayer at all
