Make it illegal to drive a vehicle, while in motion, with side/parking lights only. Dip beam to be used as minimum when vehicle is in motion.

"Side" lights to be officially re-designated as "Parking" lights.

Side/Parking lights only to be used when not in motion, or when being towed.
