Second home and holiday homes that are empty most of the year don't contribute to local society, shops or life in any way for most of the year. They deny house seekers a home and sit empty for most of the year. I believe the council tax for such home should be 3 times the standard tax and this regulation be government led, not left to district councillors to decide.
