Closed CYCLISTS `MUST` HAVE `ID` ON THERE BIKES.

All cyclists `MUST` have on `ID` on there bikes so they can be identified if they scrape a car or hit someone as per ALL other HIGHWAY users, seeing more and more take to riding on footpaths against people on foot if they cause injury or damage and ride off they can not be traced at this time.

This is wrong and bias as anybody found to be liable as above must be held to account and have some form of liability insurance as per motorbikes and disabled scooters per the HIGHWAY code for ALL other road users.

This is a loophole that needs plugging.
