An English parliament and an English assembly be set up in Nottingham, and a South Country* assembly be set up in Bristol.
Recognising the north/south divide by setting up two assemblies and moving the government out of London to Nottingham (between the North Country and the Midlands), leaving the UK government in London, would enable the two halves of England to tackle their particular economic and social difficulties.
*South Country - England south of the Wash (South East Region, South West Region, and East Anglian Region)
