Italy law should apply stop anyone anywhere and ask for your Passport or a legal documentation to see whether you are legally allowed to be in the UK and work in the UK if no proof is available individuals should be returned to there country, if the passports are taken at the ports for individuals and tagged it would be so much easier for UK border to return individuals without the tax payers money being wasted in the wrong direction.
