Petition Water Butt requirement for all new homes, housing association and privately rented homes

Recent flooding could have been reduced had all homes been fitted with water butts on their downpipes.
Not everyone is going to spend out to buy and fit these, but the goverment could require local authorities as well as public and private landlords to fit them retrospectively, and require all new homes to include water butts and/or water recycling facilities (dependant on housing type).
This would improve water management for all in times of flood AND drought.
It would also add a boost to industry in the provision and installation, just as schemes for insulation have done.
