Rejected petition Change the Welfare Act 2006

Include The Hierarchy of dog needs in the Welfare Act 2006 to reflect the needs of companion dogs. Current legislation allows suffering as opposed to Prevention of harm and Promotion of welfare as criteria is not adequate. Section 9(2) is not adequate to meet the extensive needs of companion dogs.

More details

Michaels (2022) defines dogs to have extensive needs that stretch far beyond what is given consideration under the current Welfare Act. Those needs are placed into categories, which are;
Biological needs
Emotional needs
Social needs
Force free training needs
Cognition needs

Each category has its own set of guidance which identifies more in-depth needs of companion dogs.

This petition was rejected

Why was this petition rejected?

It’s not clear what the petition is asking the UK Government or Parliament to do.

Petitions need to call on the Government or Parliament to take a specific action.

We understand that you want to see changes to the Animal Welfare Act 2006, but it's not clear exactly what changes you want to be made to this legislation.

You could start a new petition explaining clearly what you would like the Government or Parliament to do. For example, we could accept a petition calling for the Government to replace the offence of causing an animal to suffer with offences for failing to promote the welfare of and prevent harm to an animal, if that's what you want to happen.

We only reject petitions that don’t meet the petition standards.
