Petition English Assembly before further Scottish devolution

The PM has stated at the Scottish Conservative party conference in Edinburgh that if a no vote is returned in the 2014 Scottish referendum then further devolution may be offered.
The object of this petition is that no further devolution should be offered to the other member States until the rights of the English are brought into line with the rest.
This would be achieved by the establishment of an English Assembly to mirror that of Scotland, Wales and Northern Ireland.
Any further powers devolved to Scotland could then be granted to the other member Countries in unison and in the fairest and most transparent manner.
