Children who are not in the care of anyone other than a parent or parents family has a right to be checked upon to ensure his or needs and welfare are being addressed until the age when parents are obliged to send them to school.

Many abusers will minimise contact with outside agencies such as nurseries and childminders so health visitors should prioritise such families who keep access to their children at a minimum.
