All football stadiums should be given a time frame of between 3-5 years to manage the very small minority of football clubs who offer the correct percentage of seats to disabled fans. An economic sanction should be put in place for every financial year passed after the time frame of 3-5 years has passed.

Excuses such as the stadium is unable to manage these facilities and it would be too costly should be assessed and further sanctions in place for clubs who try to use this excuse
